Service menu language selection

Hi, my request is a bit different.

I want our clients to be able to change the language of the service menu(and get different emails afterwards too).

We have clients who either speak English, Russian or Thai and pretty much neither of these groups intersect. Our menu is set up in English and it is especially difficult for Thai people to navigate. 

So the menu should have a language selector on top, something they see first.
